There was a Lutheran church that had to remain standing underneath it; therefore, Citicorp had to build above it.
The stilts had to be placed in the middle, which wasn't structurally "ideal", then there was a chevron shaped structure used to balance the building and acted as a skeleton. Overall the building is incredibly light and many worry it could topple over in a heavy windstorm.
A student, Diane Lee Hartley tried to publicize this after finding a flaw in the design.
